Federal Finance teams are being asked to modernize faster, with less risk and fewer dollars. Buying the right tools has often been one of the slowest parts of that work. Today, that gets easier. OneStream's Digital Finance Cloud is now listed in the U.S. Department of the Treasury's Financial Management Quality Service Management Office (FM QSMO) Marketplace, available through our partner DLT Solutions.
What is the FM QSMO?
The FM QSMO is a Treasury initiative, run by the Bureau of the Fiscal Service, that manages a marketplace of financial management systems and services for federal agencies.
It traces back to April 2019, when the Office of Management and Budget (OMB) issued Memorandum M-19-16. That memo set up Quality Service Management Offices (QSMOs) to standardize common back-office functions across government. OMB named Treasury the QSMO for core financial management in June 2020.
The FM QSMO does three main things:
- Sets standards. Its Financial Management Capability Framework (FMCF) defines the standards and capabilities that Marketplace solutions must support. It is updated at least once a year.
- Runs the Marketplace. The Marketplace Catalog, launched in December 2022, lets agencies explore, compare and research solutions from commercial vendors, federal shared service providers and the Fiscal Service.
- Advises agencies. The FM QSMO meets with agencies to discuss modernization plans, share lessons learned and point them to the right options.
Why is the FM QSMO important?
The FM QSMO exists to standardize what is common across agencies, so they can put their time and money into what is unique to their mission. Its stated goals are to standardize processes and data, cut operations and maintenance costs, modernize and automate processes, and improve customer satisfaction.
It also carries policy weight. According to the FM QSMO, OMB guidance and Executive Order 14249 instruct agencies to engage with the FM QSMO and use the Marketplace. Treasury calls the Marketplace the "first stop" for compliant financial management solutions, and that consultation is required for core financial system investments.
For agency buyers, the practical benefits are clear:
- A familiar buying process. Orders follow standard GSA MAS procedures. Agencies run their own acquisitions and contract directly with vendors.
- No added fee. Beyond the standard 0.75% GSA Industrial Funding Fee, which is built into vendor pricing, there is no extra cost to use the Marketplace.
- Pricing protections. The GSA price reduction clause helps ensure agencies get the best available pricing across government.
- Vetted offerings. Solutions in the Catalog have been reviewed against Treasury's FM standards before they reach agencies.
OneStream joins the FM QSMO Marketplace
OneStream Digital Finance Cloud is now listed in the FM QSMO Marketplace Catalog under Additional FM Solutions. It is offered through DLT Solutions, LLC on GSA MAS contract GS-35F-267DA, with OneStream Software, LLC listed as DLT's partner.
The listing describes OneStream as a modern, cloud-based Finance platform that brings financial consolidation, planning, reporting and data integration together in a unified platform system, built for the unique challenges of government agencies.
The listing builds on OneStream's existing federal security credentials. OneStream has been FedRAMP authorized since 2018 and reached FedRAMP High in January 2025. Its compliance portfolio also includes DoD Impact Level 4 (IL4). OneStream has since added SensibleAI Forecast and SensibleAI Studio to its FedRAMP High authorization, so agencies can use AI forecasting and model building on their own financial data without moving it outside the authorization boundary.
What this means for federal Finance teams
OneStream does not replace an agency's core financial system. It works alongside it, pulling budget, actuals, and operational data into one governed platform for planning, programming, budgeting, execution (PPBE), and reporting.
For CFO offices and budget teams, the listing means:
- A faster path to buy. Teams can purchase OneStream through a vetted, Treasury-managed channel using GSA ordering procedures they already know.
- Less procurement risk. The offering has been reviewed for the Marketplace, sits on an existing GSA schedule, and runs on a FedRAMP High and IL-4 authorized cloud.
- Alignment with Treasury's direction. Buying through the Marketplace supports the standardization goals in M-19-16, Treasury's vision for federal financial management and EO 14249.
- One platform for the hardest Finance work. Budget formulation and execution, PPBE for defense organizations, financial close and consolidation, and financial reporting can run on one system instead of disconnected spreadsheets and legacy tools.
How agencies can put it to work
Agencies can follow the steps the FM QSMO lays out on the Marketplace listing:
- Research. Review the OneStream offering in the Marketplace Catalog and the FM Solutions/Service Definitions document attached to the DLT listing.
- Prepare. Use the FM QSMO Customer Toolkit and resources to scope requirements.
- Engage the FM QSMO. Contact the FM QSMO at fmqsmo@fiscal.treasury.gov to discuss modernization plans.
- Choose and buy. Read the Agency Acquisition Guide and complete the TORB intake form, both linked from the listing. Then order through DLT Solutions on GS-35F-267DA.
- Talk to us. Contact OneStream's federal team or DLT to scope a use case, from budget execution to financial reporting.
Common starting points for federal Finance teams include:
- Budget formulation and execution
- Spend planning and funds tracking
- Financial close, consolidation and reporting
- Workforce and position planning
- Forecasting with SensibleAI
Conclusion
The FM QSMO Marketplace provides agencies with a vetted, standards-based platform to find financial management solutions. OneStream's listing, through DLT Solutions, gives federal Finance teams a simpler way to bring planning, consolidation, and reporting onto one secure, FedRAMP High and IL-4 authorized platform.
For agencies working to retire legacy tools and standardize Finance work, this lowers one of the biggest hurdles: getting the right solution in the door.
